Sounds like one of two things are happening. Also does your Mazda have "auto" or "rain sensing" wipers? 1.) Your home or "park" position may be incorrect making the wipers think they are at their starting point 3/4 down, like you state.

My problem is the driver's power window does not work. In my attempt to diagnose the problem I found that when i press the up button both of the power wires on the motor receive electrical current. When I press the down button no current is received on the motor wires. At the switch power is transfered properly to the signal wires for up and down.
Note that, for the window to go up/down, +12V must be applied to one side of the motor, but also GND must be applied to the other side of the motor. You should check for continuity to ground in addition to checking for +12V. Also note that all of the current to raise/lower the windows passes through the switch itself.
